抗日戰爭較為艱苦的1942年，膠東抗日根據地邊緣村莊趙家莊等經常遭受日軍的突襲，為了減少損失，區武委會雷主任（張長瑞）和趙家莊民兵隊長趙虎（白大鈞）集合群眾的智慧，想出應對日軍的策略：他們聯合附近幾個村莊組成民兵聯防壯大武裝力量的同時，用土製地雷組成各式各樣的地雷陣，將日軍沉重打擊。 日軍為對付地雷陣，搬來工兵攻入趙家莊大肆燒殺搶掠，民兵們及時總結經驗、吸取教訓，不斷改進製雷技術和布雷方法，使得日軍防不勝防。進入麥收季節，日軍本想趁民兵搶收麥子時一舉拿下趙家莊，不想民兵早已設下了布局更為精妙的地雷陣。
